SNRI has established a sustainable and effective graded safeguards program for the control and accounting of nuclear materials to detect and deter theft and diversion, and to prevent the unauthorized control of materials that could be used to make an improvised device.
The objective of SNRI's safeguard system is to comply with the terms defined in the NPT to which the government of Anshar actively participates. The Safeguard system provides timely information to assure that all nuclear and radiological material is being used for peaceful activities and that no material is being diverted towards the production of weapons grade material or device. Further, the system is signed with defence in depth measures so as not only to provide timely detection of diversion but to also provide a large deterrence factor.
SNRI has established a series of key measurement points (KMP) which are locations where nuclear material appears in such a form that it may be measured to determine material flow or inventory. KMPs at SNRI includes, but are not limited to, the inputs and outputs and storage areas in MBAs. The facility attachment for a facility clearly specifies the flow and inventory KMPs agreed between the IAEA and Anshar.

To effectively control and account for nuclear materials and meet the nuclear material control system objectives as stated in Anshar and IAEA documents, SNRI has established and follows a graded nuclear material control program that provides the greatest relative amount of control and accountability for the types and quantities of SNM that can be most effectively used in a nuclear explosive device.
SNRI was established in 1950 to serve as the primary nuclear energy research facility for the Republic of Anshar. The instititue houses various research, fuel fabrication, administrative, and plant support facilities.
The institute is located approximately 29km from Utu; Anshar's beautiful capital city.
